If you don’t see water in your basement does that mean its dry without waterproofing? There are many signs of a wet basement other than actual water. The most obvious sign is an odor. You may see condensation on the cool floors. You may also see mold or efflorescence on the walls. Efflorescence is a white powdery substance on the walls due to the build up of minerals found in water. Water does not force itself into the basement, it always takes the easiest path, so to prevent water from getting in you need to make sure there are no cracks in the walls or floor. Also check that the joint between the walls and floor is sealed well. Make sure the windows are sealed and check that your downspouts are carrying water far enough from the house that the water cannot run back into the basement.
